In this price range, I decidedly liked Riton Apartelle best. It's secluded enough for some quiet time (which is rare in Laoag), but not too secluded. It only took a few minutes on foot to good restaurants (near Northwestern Uni) and a co-working spot (with an outstanding cafe next to it).
